What are the licensing requirements of hosting a private dining event where a personal chef cooks for my friends but all the friends chip in for the cost of the food?

Technically, they are paying for it, so it becomes a business.

I reside in IL if that makes a difference.

For what it's worth, I think there are probably people besides lawyers who can be asked about parts of this - for example whatever entity in your city is responsible for restaurant licensing, and also the personal chef, since presumably they have figured out what they can and can't do. – Jefromi Feb 5 '12 at 17:59
